No. On our measured test page it added +0.5 kB and kept the mobile Lighthouse score at 100. Each page loads only the styles of the blocks on it.
Does it work with caching plugins?
Yes. Pages are ordinary WordPress output, so any page cache or CDN can store them. The mini cart even stays current on a cached page.
How did you measure it?
